Vision of the State of PalestinePalestine is an independent Arab state with full sovereignty over the West Bank and the Gaza Strip on the 1967 borders, with East Jerusalem as its capital. Palestine, the cradle of civilisation and of the three monotheistic religions, will shine as a beacon of humanitarian values and religious tolerance across the world.
Palestine is a state which values highly its social capital, social cohesion and solidarity, and its Arab culture. The state will forever be a peace loving state that rejects violence; it is committed to peaceful co-existence with the world community of nations.
Palestine will be a stable democratic state with a multi-party political system. Transfer of governing authority is smooth, peaceful and regular in accordance with the will of the people, expressed through free and fair elections conducted in accordance with the law.
The State of Palestine respects human rights and guarantees equal rights and duties for all citizens. Its people live in safety and security under the rule of law, safeguarded by an independent judiciary and professional security services.

This report summarises the significant achievements by the Government towards finalizing our preparations for an independent State of Palestine by September 2011. The report does not only cover progress since the last AHLC meeting in New York in September 2010, but also includes a special section, highlighting major achievements over the past three years in the execution of the Palestinian Reform and Development Plan (PRDP) 2008-10. In addition, the report highlights key challenges and obstacles we have faced, as well as efforts exerted by the Government to overcome them while focusing on establishing solid institutions, guided by the principles of good governance, respect for human rights, rule of law, and the efficient and effective delivery of public services. Vision of the State of Palestine:
Palestine is an independent Arab state with full sovereignty over the West Bank and the Gaza Strip on the 1967 borders, with Jerusalem as its capital. Palestine, the cradle of civilisation and of the three monotheistic religions, will shine as a beacon of humanitarian values and religious tolerance across the world. P r o g r e s s R e p o r t Palestine has been under military occupation since 1967. Our situation is very different from other countries currently working towards realization of Millennium Development Goals. Our Government has severely limited access to, and control over, most of our land and natural resources. Freedom of movement of people and goods is severely constrained
by a multiplicity of checkpoints, road blocks and the Separation Wall. Our institutions cannot operate in our capital city, East Jerusalem. Citizens in Gaza remain under blockade and reconstruction and recovery efforts to reverse the impact of the 2008/09 military assault are stalled. Our economy is suffocated by the policies of the occupation, precipitating high
unemployment and poverty levels.
The Program of the 13th Government is founded on the belief that hard work, coupled with faith in ourability to create new realities on the ground, will clear our path to freedom. Through our strength of willand building on the foundations of our achievements we can end the occupation and establish theindependent and sovereign State of Palestine – a State in which all citizens will enjoy freedom, justice andequality in a democratic political system based on the principles of pluralism, separation of powers,peaceful transfer of power and respect for human rights.
In August 2009, the 13th Government published its program, Ending the Occupation, Establishing the State, outlining its state-building vision and defining strategic priorities for each ministry and agency to implement. The pro-gram provides clarity on reform priorities, with the overall aim of building the institutions of an independent state over a two-year time frame. Since it took office in May 2009, the 13th Government has been working sys-tematically and determinedly towards this goal. Palestine Moving Forward: Priority Interventions for 2010 In August 2009, the 13th Government of the Palestinian National Authority (PNA) announced and published its program to unify Palestinian society and friends in the international community behind the effort to end the occupation and establish the State of Palestine in two years. This document sets out the PNA’s high priority interventions to be initiated or continued in 2010 to implement this program In its session held on Aug.17,2009, the Cabinet has approved the preparation of the National Plan for the years 2011-2013 which includes preparation of 23 sectoral and cross sectoral strategy as education, health, agriculture,developing national economics,security,international relations,justice and sovereignty of law
Program of the Thirteenth Government This document presents the program of the 13th government of the Palestinian National Authority. The program, which sets out our national goals and government policies, centers around the objective of building strong state institutions capable of providing, equitably and effectively, for the needs of our citizens, despite the occupation. We believe that full commitment to this state-building endeavor will advance our highest national priority of ending the occupation, thereby enabling us to live in freedom and dignity in a country of our own. Early Recovery and Reconstruction plan for Gaza
This document has been prepared by the Palestinian National Authority’s Ministry of Planning with support from all line ministries, UN agencies, the EC, the World Bank and other partners. This plan will be used to consolidate resources and responses to help the Palestinian people in Gaza rebuild their lives and livelihoods, and as such will form the basis for mobilizing resources and efforts at the international conference in Egypt on March 2, 2009 and provide the guiding framework for all early recovery and reconstruction interventions. This Palestinian Reform and Development Plan (PRDP) 2008-2010 This Palestinian Reform and Development Plan (PRDP) 2008-2010 is a national plan which sets out the PNA’s medium term agenda for Palestinian reform and development. It provides a coherent basis for the allocation of all government resources and reflects the commitment of the PNA to adopt an integrated policymaking, planning and budgeting process. The PRDP sets out a comprehensive framework of goals, objectives, performance targets and the allocation of resources to achieve them.

| نشرت الحكومة الثالثة عشرة في السلطة الوطنية الفلسطينية, خلال شهر اب 2009, برنامجها الذي يحدد أهدافنا الوطنية وسياساتنا الحكومية. وقد استهدف هذا البرنامج بناء مؤسسات الدولة الفلسطينية,التي تملك القدرة على الوفاء باحتياجات أبناء شعبنا الذين يرزحون تحت وطأة الاحتلال الذي مازال جاثماً على أرضنا. لقد تمكنت السطلة الوطنية الفلسطينية, على مدى العامين المنصرمين, من إنجاز قدرٍ لايستهان به من هذه الغايات والأهداف الوطنية, بل إن الإنجازات التي حققتها تخطت الغايات والأهداف التي حددتها بأشواط بعيدة . ولكننا لم نحقق بعد هدفنا النهائي المتمثل بإقامة دولة فلسطين الحرة المستقلة وعاصمتها القدس الشرقية على أرضنا المحتلة منذ العام 1967. ومع ذلك فقد تمكنا وبشهادة المجتمع الدولي وإقراره من خلق البيئة والجاهزية اللازمتين لإقامة دولتنا الفلسطينية المستقلة على ترابنا الوطني. خطة التنمية الوطنية(2011-2013) إقامة الدولة وبناء المستقبل نشارف اليوم على إتمام استعداداتنا الوطنية لكي نشهد ولادة دولة فلسطين، وتولّي جميع المسؤوليات التي يستتبعها تحقيق تطلّعاتنا وآمالنا في العيش بحريةٍ وكرامةٍ في رحاب دولتنا المستقلة. لقد كانت رحلتنا طويلةً وعسيرة، ولكن نهايتها باتت على مرأى منا: فنحن الآن على موعدٍ مع الحرية. لقد أظهرنا، وبالدعم الذي حظينا به من أشقائنا وأصدقائنا في المجتمع الدولي، مدى جدّيتنا والتزامنا وعزمنا وإصرارنا على إقامة دولتنا الفلسطينية الحديثة والديمقراطية التي تتمسّك بمبدأ الحكم الرشيد وتتميّز به. لقد آن الأوان لنا أن نتحكّم بمصيرنا، وأن نجسد دولتنا المستقلة؛ الدولة التي تحتضن القيم الإنسانية السامية في التسامح والانفتاح والعدالة الاجتماعية والمساواة، وتملك اقتصاداً قوياً قائماً على المعرفة المعزّزة بقطاعٍ خاصٍّ رائدٍ بمؤسساته ومشاريعه، وتتميّز بانفتاحها على العالم، وتعيش في سلامٍ ووئام مع جميع جيرانها، وبالتالي تمثل إضافةً نوعيةً لأسرة المجتمع الدولي العملُ توأم الأمل. الأوّل يشق الطريق بمعول الإرادة، والثاني يضيء الأفق بشمس اليقين. كلاهما عدة الطامحين إلى الحرية وعتادهم. وهما نبراس الحكومة في سعيها إلى خلق وقائع جديدة على الأرض، تُسهم بالتراكم الإيجابي والعزيمة الصلبة، في إنهاء الاحتلال، وإنشاء دولة فلسطينية مستقلة، تسود على إقليمها، وينعم مواطنوها بالحرية، والعدالة، والمساواة، في ظل نظام ديمقراطي يقوم على التعددية، والفصل بين السلطات، والتداول السلمي للسلطة، واحترام حقوق الإنسان
يختلف وضع فلسطين عن البلدان الأخرى التي تعمل باتجاه تحقيق الأهداف الإنمائية للألفية بسبب خضوعها تحت الإحتلال الإسرائيلي,فقدرة السلطة الوطنية الفلسطيني على السيطرة على مواردنا الطبيعية بما فيها الأرض والمياه محدودة, كما أن حرية تنقل الأفراد والسلع تخضع لقيود شديدة يفرضها الاحتلال الإسرائيلي من خلال عدد كبير من نقاط التفتيش والحواجز على الطرقوالجدار الفاصل. كذلك فإن قدرة المؤسسات الفلسطينية على العملفي عاصمتنا القدس محدودة بفعل عزلها من قبل الاحتلال.ولايزال المواطنون في غزة تحت الحصار, ولاتزال جهود إعادة الإعمار والإنعاش نتيجة الحرب الإسرائيلية على غزة 2008/2009 معطلة بفعل هذا الحصار.ويتعرض الاقتصاد الفلسطيني لضغوط كبيرة ناجمة عن سياسات الاحتلال وإجراءاته ما أدى إلى ارتفاع معدلات البطالة والفقر إلى درجة غير مسبوقة
أطلقت الحكومة الفلسطينية الثالثة عشرة في شهر آب 2009 برنامجها "فلسطين: إنهاء الاحتلال وإقامة الدولة" الذي يسعى إلى توحيد جهود المجتمع الفلسطيني والمجتمع الدولي نحو إنهاء الاحتلال وإقامة الدولة الفلسطينية المستقلة في مدة لاتتجاوز عامين. وفي هذا السياق، تحدد هذه الورقة التدخلات الاستراتيجية ذات الأولوية، والتي من المقرر الاستمرار في تنفيذها أو الشروع بها ابتداء من العام 2010 من أجل ترجمة هذا البرنامج إلى نتائج عملية يلمس المواطن الفلسطيني آثارها على أرض الواقع.
في جلسته التي عقدت بتاريخ 17 آب 2009، اقر مجلس الوزراء منهجية إعداد الخطة الوطنية العامة للأعوام 2011-2013. تتضمن الخطّة الوطنية إعداد 23 إستراتيجية قطاعية وغبر قطاعية مثل التعليم والصحّة والزراعة وتنمية الاقتصاد الوطني والأمن والعلاقات الدوليّة والعدل وسيادة القانون.
تعرض هذه الوثيقة برنامج عمل الحكومة الفلسطينية الثالثة عشرة. ويستهدف هذا البرنامج، وما يتضمنه من أهداف وطنية وسياسات وبرامج حكومية، بناء مؤسسات الدولة الفلسطينية القوية والقادرة على تلبية احتياجات المواطنين وتنمية إمكانياتهم وتعزيز قدرتهم على الصمود، وتقديم الخدمات الأساسية لهم بالرغم من الاحتلال وممارساته، وذلك في اطار سعي السلطة الوطنية لبناء مؤسسات الدولة الفلسطينية، والتي سيشكل النجاح في انجازها رافعة أساسية لانهاء الاحتلال الاسرائيلي، ونيل استقلالنا الوطني. نعم، علينا أن نعمل على استكمال بناء الدولة بالرغم من الاحتلال للتعجيل في انهائه.
تم إعداد هذه الوثيقة من قِبل وزارة التخطيط بالتعاون مع جميع الوزارات ووكالات الأمم المتحدة والإتحاد الأوروبي والبنك الدولي والشركاء الآخرين. وسيتم استخدام هذه الخطة لتجنيد الموارد من أجل مساعدة أهلنا في غزة على إعادة بناء حياتهم وسبل معيشتهم. ومن هذا المنطلق ستشكل الخطة أساسًا لحشد الموارد والجهود التي ستجري في المؤتمر الدولي المزمع عقده في مصر في الثاني من مارس/آذار 2009 تحت شعار دعم الاقتصاد الفلسطيني لإعادة إعمار غزة. كما ستمثل الإطار التوجيهي لكافة الإجراءات التدخلية للإنعاش المبكر وإعادة الإعمار تمثل خطة الإصلاح والتنمية الفلسطينية 2008- 2010 خطة وطنية تحدد أجندة متوسطة الأمد للإصلاح والتنمية في فلسطين. وتوفر هذه الخطة أساسًا متكاملا ً لتوزيع جميع الموارد الحكومية، كما تعكس التزام السلطة الوطنية الفلسطينية بتبني إجراءات متكاملة لإعداد السياسات والخطط وتحضير الموازنات. كما تمثل هذه الخطة إطارًا شاملا ً للغايات والأهداف ومعايير الأداء، بالإضافة إلى تخصيص الموارد اللازمة لتحقيقها. .
